Taxi fleet growth capped at 2% per year until 2013



SINGAPORE: Taxi fleet growth rate during August 2012 to December 2013 will be capped at 2 per cent per annum.

The 2 per cent growth is in line with taxi ridership growth since 2003.

The Land Transport Authority says this rate will be applied on individual taxi operators based on their respective fleet sizes.

Since 2003, the taxi population has been growing at an average of 4.3 per cent per year.

But despite the growing taxi population, commuters are still complaining about not being able to get a cab when they need one.

To address these complaints, the government is taking steps to improve taxi availability.

After January 2014, taxi operators will be required to meet new taxi availability standards before they will be allowed to expand their fleet.

The biggest taxi operator in Singapore, ComfortDelGro, says the taxi fleet growth rate of 2 per cent will contribute to the long term sustainability of the industry.

It has been expanding its fleet at an average of 1.8 per cent annually over the last three years.

However, smaller operator Prime Taxi said that there will be very little room to expand with the two per cent growth rate.

The operator is hoping the government can level the playing field, it said, if not bigger companies would have an advantage.

In a statement, Prime Taxi said there could be a review in the policy to maintain the competitive spirit in the market.

Prime said it has been growing its fleet by 25 per cent on-year, and that expansion should depend on market demand.

The operator also voiced concerns over whether there will be enough taxis to service the industry, should tourist arrivals increase by a million or two per year.

Prime said there needs to be a transition period for taxi companies to tweak their business model to cater towards the government's objectives.

The two per cent growth rate comes on the back of last week's announcement that taxis would be removed from the bidding process for Certificates of Entitlement (COE).

Operators wanting to expand their fleet can no longer get COEs from Category A used for small cars. Instead, the quota will come from the Open category, usually used for luxury cars.

Taxi operators will still pay the prevailing quota premium (PQP) of category A, which is the moving average of COE prices in the last three months.

Each operator's COE quota depends on its fleet size, and takes into account the two per cent growth rate.

Lower COE quota numbers for a five-month period also kicked in this month, so dealers do not think that the development will help cool COE prices.

"Even with taxis out of Category A, the impact will not be great because with the small numbers of COE being allocated from August till next year February," Honorary Secretary of the Singapore Vehicle Traders Association Raymond Tang said.

Meanwhile details for the first open bidding exercise for Certificates of Entitlement in August are out. The total quota available for this tender is 1,670.

There will be 421 COEs for Category A cars (1,600cc and below), 350 COEs for Category B (1,601cc and above) and 456 for Category D (Motorcycles).

260 COEs will be available for Category E (Open Category) and 183 for Category C (Goods Vehicles and Buses).

COEs for taxis will now come from Category E instead of Category A.

The tender opens on Monday, August 6 at noon, and closes on Wednesday, August 8 at 4pm.

Channel 8 documentary on Singapore's history to be redubbed




An hour-long documentary on the history of Singapore containing at least 10 translation gaffes will be re-edited and retelevised on Monday, Aug 6, Mediacorp has said.
This is a change in stand from its earlier statement to Chinese-language daily Lianhe Zaobao, in which it said that the programme was scheduled for only one telecast.
The Day I Said The Pledge, which aired in Mandarin on Channel 8 last Sunday, July 29, contained errors in the names of Deputy Prime Minister Teo Chee Hean and the late Mr S. Rajaratnam, who was deputy prime minister from 1980 to 1985.
The programme, dubbed from English to Mandarin, also contained mistakes in local terminology and awkward phrasing.

'Angry Birds' IPO in late 2013 says Finnish app maker

STOCKHOLM - Rovio, the Finnish makers of the world's most-downloaded mobile app "Angry Birds", will seek a stock market listing by the end of 2013, chief financial officer Mikko Setala said in an interview published Thursday.
"We have prepared a stock market entry for 2013. But the shareholders have not decided when or whether it would even happen," Setala told Swedish economic newspaper Dagens Industrii.
"If we go to the stock market, it would most likely be in the second half of next year. We do not need to raise any more funds at the moment," he said.
Founded in 2003, Rovio had first mentioned its public listing plans in 2011, citing New York and Hong Kong as possible exchanges for the IPO.
Expectations for a listing grew after the company published net profits of 48 million euros on sales of 75.4 million euros for 2011, prompting financial analysts to forecast astronomical valuations for the firm.
When asked to comment on a valuation of 7 billion euros put forward by some, Setala told the newspaper that the figure was pure "speculation".
"We have not come up with any figures. It would a mistake to do so," he said.
Rovio is mainly owned by the three founders of the company - including one of the shareholders' father who had remortgaged his house to keep the company alive. Other stakes are held by various venture capitalists such as the founder of internet telephone giant Skype, Niklas Zennstroem.
"Angry Birds" reached more than one billion downloads in May, according to Rovio.

Female ex-teacher charged with having sex with underage student



SINGAPORE: A female former teacher has been charged with having sex with an underage student.

The accused and the boy, who is now 16 years old, cannot be named, as the court has imposed a gag order.

Court documents showed that the woman allegedly had consensual sex with the boy on the first occasion sometime in January this year. But the location of the alleged offence was not stated.

The former teacher is out on police bail.

She is expected to appear in court again on August 16.

If convicted, she faces a jail term of up to 10 years and a fine.

Olympics: Police lose keys to Wembley Stadium



Police guarding Wembley Stadium where Olympic football matches are being played revealed Monday that they have lost a set of keys to the venue.
Officers searching the stadium in London ahead of the start of the Games misplaced the keys, prompting an investigation by Scotland Yard, but organisers insisted that security has not been compromised.
Organisers stressed that the keys were for internal doors and the relevant locks have now been changed.
Scotland Yard is not treating the incident as a criminal matter.
A Metropolitan Police spokeswoman said: "On the morning of Tuesday 24 July officers on Olympic police operations at Wembley stadium reported that internal security keys, being used by them as part of searches, were missing."
She said officers searched the stadium but could not find the keys.
"Detectives also attended to ascertain if there was any evidence of criminal offences," the spokeswoman said. "There's none at this time."
She added: "There is absolutely no security concern in relation to the stadium as measures were taken immediately to secure all key areas of the venue."
A spokesman for London 2012 dismissed fears that security had been breached.
"These were internal keys, locks have been changed and the security of the venue has not been compromised in any way," he said.
Wembley, England's national stadium, is one of six venues being used for the football tournament and hosted Great Britain men's 3-1 victory over the United Arab Emirates on Sunday.
Both gold medal matches will be played there.

Using credit card for taxi

Under Comfort's rules, its taxi drivers are not allowed to turn down a passenger's request to pay by credit card. But I have met drivers who did.

One said he needed cash and did not accept card payment. He unwillingly swiped my card and said the transaction was not approved. I paid in cash, then called my bank to learn that my card payment went through.

I called Comfort's hotline and was told to wait three to five working days to hear from customer service. My request to have the driver turn back and return the money, which would have been easier, was rejected.

Comfort needs to resolve such issues flexibly and look into the matter of credit card payments. If, as drivers say, they get the money only after three days, then Comfort should find ways to compensate drivers so they do not reject these payment modes.

And passengers should always check with their bank when a driver says that payment was "not approved".

Your report "Cash is still king for some retailers" (July 30) stated that the rule prohibiting credit card transaction fees from being passed to customers is in the contract that merchants sign with the banks.

It costs 10 per cent more to pay a taxi fare by credit card and another 7 per cent in Goods and Services Tax on this extra charge. Drivers do not inform passengers about this, either.

Using credit card to pay for taxi fare is good and bad.
Good is no need to bring more cash.
Bad is that the fee for using one is quite expensive.
Might as well use Nets or Ezlink which the fee is 30cents/transaction.

Taxi driver reads newspaper while waiting at traffic light



STOMPer Steven spotted a taxi driver reading a newspaper while waiting for the traffic light to turn green.

Steven said:

"This happened this morning, a taxi driver was reading the newspaper while waiting for the traffic light.

"Why doesn't he stop at the carpark or coffee shop to read the newspaper instead of on the road?"

If both mother & wife in the water...who would you save 1st?



A man caught in a desperate situation chose to save his drowning wife first before his mother, 
who were both in a boating accident, 
has angered his family while receiving tremendous support from the public for his actions.

According to an online source, Xiao Guo, 28, had taken his 52-year-old mum, Madam Sun, and his wife, Xiao Qing, on a fishing trip to Dianbu River.

His mother was casting the net when his wife leaned over the same side and the boat capsized. 
Neither of them could swim.

In this desperate situation, Xiao Guo acted immediately, jumping in to save his wife instead of his mother first.

The Anhui province resident from China said that he had heard of people asking married couples the question, 'If your mother and your wife were drowning, who would you save?' He never thought that it would happen to him.

He said, 'My wife has never asked me that question, but I've thought about it and I told myself I must rescue my mother first.' However when it came to the actual situation, he found himself doing the exact opposite.

Xiao Guo's father was enraged by his choice and reporters heard him yelling at his son at the hospital,'Your mother was drowning and you only thought about your wife! She was hanging on to the boat already! How much danger was she in that you have to take her to shore first?

Of course, you must rescue your mother first! Don't you care about her? She is very weak! 
She just had gallbladder operation!'

Both women made it out of the waters alive as Xiao Guo managed to reach his mum and drag her out in time. Doctors told him that if he had been two minutes too late his mother would not have made it, having taken too much water into her lungs.

Madam Sun told reporters she was not angry with her son and had forgiven him, 
afterall her son had saved her.

Xiao Guo insists that he acted on his instincts as his wife was nearer to him.

In an online poll conducted by ifeng.com, nearly 54% of the survey's 19,562 respondents supported Xiao Guo's actions to save the family member closest to him. Only 2,963 felt that he should have saved his mother first.

NParks could have gotten a better deal on Brompton bikes: Khaw



SINGAPORE - Saying he does not condone wrong-doing, National Development Minister Khaw Boon Wan wanted two questions answered when the Zaobao report on the NParks' purchase of 26 foldable bikes came out on June 22.
First, why foldable bikes? And second, how was the supplier chosen?
In a blog post today, Mr Khaw said that he received the answers to the two questions on June 30.
While he was satisfied that the decision on the foldable bikes could be justified, 
he was not happy with the procurement outcome.
The 26 Brompton bikes cost $57,200 in total.
He said: "I thought they could have gotten a better deal, 
even though they had adhered to the prevailing Government procurement rules. 
Based on what I had read of the NParks report, 
I had no reason to question the integrity of the officer(s) involved."
Mr Khaw related that for thoroughness, on the same day that he received the report, 
he commissioned an MND Internal Audit Team to work with NParks 
and dig impartially and more thoroughly into the transaction. 
The minister said he wanted to verify if the procurement was conducted in a 'fit and proper' manner, 
as well as if the episode will yield lessons to improve the overall procurement system.
The MND audit, which was completed on July 20, confirmed that NParks' reason for the purchase of foldable bikes on staff productivity grounds was valid, said Mr Khaw.
It also verified that the procurement formally observed and complied with the existing rules.
Mr Khaw said: "However the audit also uncovered certain discrepancies which suggest a possibility of bias."
Earlier reports have stated that the invitation to quote a bid was published on government procurement portal GeBiz on Jan 25, the third day of Chinese New Year, with the closing day set on Jan 30. Only one company, BikeHop, submitted a bid during this period.
The matter was reported to the Corrupt Practices Investigation Bureau (CPIB) on July 23. 
The officer in charge of the deal, assistant director of the Park Connector Network Mr Bernard Lim, 
was suspended the following day.
"The matter is now in the hands of the CPIB. If there is wrong-doing, 
appropriate punishment will be meted out," said Mr Khaw.
"I am mindful how this episode may be affecting the morale of my officers in NParks. 
I think we should be fair and not demoralise and tarnish the reputation of NParks 
as the department has many dedicated officers who continue to work hard each day 
to make Singapore a Garden City for the well-being of all of us."

Judge rules PM has discretion to call elections



SINGAPORE - The decision on whether to call an election to fill the vacancy of 
an elected Member of Parliament lies with the Prime Minister, 
and he has the discretion as to when to call it, ruled a High Court judge on Wednesday.
"There is no requirement in the Constitution to call elections to fill elected Member vacancies," 
said Justice Philip Pillai in his 53-page decision.
"There being no such requirement, there arises no prescribed time within which such elections must be called".
Justice Pillai's decision was in response to Hougang resident Madam Vellama Marie Muthu's bid 
to get the courts to order the Prime Minister to hold a by-election in her ward within three months, 
The Straits Times reported.
