Raise deterrence against speeding cabbies

Speeding is not cabbies' doing only.

So don't just blame cabbies.

 Mercenary taxi drivers still a menace

 No matter how good the system may be.
There will always be bad apples around.




 Too few taxis in the city

 One way to solve this problem, is to waive the CBD surcharge for Taxis going into the city.
Than cabbies will be more willing to go into the City to pick up.
